Victoria Online is committed to assisting people with disabilities to access the Victoria Online website. Accessibility audits of the website are undertaken with each major design change - the most recent in July 2008 found that the Victoria Online website conforms to W3C's Web Content Accessibility Guidelines version 1.0 at Level AA.

2008 was a long time ago. 6 months after that audit, WCAG 1.0 was superseded. WCAG 2.0 was published in December 2008 and the current government has been in power since November 2010.
I believe the website has changed a lot since then but this accessibility statement hasn't.

I just discovered a Victorian government standard that said all Victorian government websites had to conform to WCAG 2.0 Level A by 31 December, 2012. The standard also states that this should be improved to Level AA by 31 December, 2014. This standard was effective 4 July 2011.
